Exploring Roles in the ECE Community: Local and State Levels
I currently living overseas on a military base in Italy. This causes me to have limitations on the local organizations or communities of practice that appeal to me or that are even available to me. For me there is only one early childhood organization that is available for me to pursue while living here and that is my current employer the United States Navy Child and Youth Program. In addition, I am limited on the communities of practices that are available for me on a military base. The three local organizations that appeal to me are Child and Youth Program (CYP), United Service Organization (USO) and Fleet and Family Support Services.

1.          CYP provides childcare services for children between the ages of 7 weeks to 18 years old for service members. As a CYP employee I participate in weekly group discussions with my colleagues in which we share information, discuss childcare topics, and resolve issues.  https://www.navycyp.org/

 


2.          The bases USO service members by providing services that make their time here overseas more comfortable and accessible. One of the many services that USO provides is family events. Locally, the Teddy Bear Club is a popular club. The Teddy Bear Club is geared towards families that have children under 5 years old. It provides the parents an opportunity to meet at discuss issues that are affecting them. In addition, provides an opportunity for parents and children to participate in activities. This organization appeals to me, because it is one of the few organizations on base that provides opportunities and services to children and families. https://italy.uso.org



    Fleet and Family Support Center appeals to me because they aid families and children within the military community. FFSC offers education and training to families, such as expecting mother’s classes. They provide counseling and advocacy for children and adults. I am currently a CYP Teen Coordinator for the United States Navy. This position is a NF-3 level. I currently seeking to advance my career and become a NF-4 level employee. There are several job opportunities that will allow me to do so. However, I am looking to advance in only two locations. I want to advance my career in either California or Virginia. The following employment opportunities are what I have located:

 

1.      CYS Facility Director NF-04 

         In order to qualify for this position, the following skills and experience are needed: Individual must be able to perform duties under the general direction of the CYS Coordinator, who outlines program objectives and is available for discussion of complicated and unprecedented matters. Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with health, fire, safety, facility, and program regulatory requirements and CYS baseline standards. Develop program budget and provides to CYS Coordinator for CYS budget. Manages program to budget. Conducts written analyses of budget variances. Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation. Works cooperatively with other CYS Managers to ensure seamless service and continuity of quality options for all children and youth. Serves as member of the CYS Program Plan Team to develop written strategies for program improvement.

     Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position. The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled such as related behavioral science

2.      CYS Training Specialist NF-04 

    In order to qualify for this position, the following skills and experience are needed. Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in child development or early childhood education, or other fields appropriate to the position to be filled consistent with: For positions in CDC, FCC or CLEOS an undergraduate degree with a major course of study in Early Childhood Education/Child Development or Elementary Education is required. Plan and implement a comprehensive training and professional development program that promotes positive growth and development of children and youth IAW all applicable regulations and standards. Designs, administers, and conducts the Foundation, Annual/On-Going training requirements based on course outlines. Conducts training both on-the-job and in classroom settings based on developed training plan. Designs and implements annual CYS program plan to include training goals and objectives, plan to meet individual staff needs, curriculum framework that encompasses the social, emotional, physical, and cognitive development of children/youth. Observes in appropriate program settings throughout all hours of operation to assess and evaluate staff competency and provide feedback. Manages program to budget. Conducts written analyses of budget variances and prepares justification for funding of program resource requirements. Performs other duties as assigned.
